WSALPHO POLICY DEVELOPMENT PROCESS 
Adopted by WSALPHO Steering Committee 4/28/99

Policy Recommendations from Local Health Jurisdiction or WSALPHO Forum or WSALPHO Committees 

1. Local Health Jurisdiction/Forum/WSALPHO Committee: 

a. Forward policy proposal to either: 

1. WSALPHO Forum(s) for review & recommendation to WSALPHO Board of Directors 

2. WSALPHO Board of Directors

b. LHJ/Forum/WSALPHO Committee will indicate specific action recommended to be taken by the WSALPHO Board of Directors including desired timeframe for action. 

c. If policy proposal comes from a WSALPHO Forum, the Forum representatives on the WSALPHO Board of Directors will be responsible for working with the Board Chair to coordinate and manage the WSALPHO Board of Directors review process. 

d. If the policy proposal comes from an individual Local Health Jurisdiction or a WSALPHO Committee, the responsible LHJ representative or the WSALPHO Committee Chair will coordinate with the WSALPHO Board of Directors Chair to initiate the review process.

2. WSALPHO Board of Directors will: 

a. Review policy against WSALPHO Policy Statement 

b. Determine if policy should move forward: 

1. If no, Board of Directors will notify originator of policy (LHJ, Forum, or WSALPHO Committee 

2. If yes, Board of Directors will: 

a. Adopt Policy and communicate same to membership if time is of the essence; or 

b. Prepare recommendation for WSALPHO membership.

3. WSALPHO Board of Directors determines proposed policy does not fit within policy statement - LHJ, Forum or WSALPHO Committee may: 

a. Accept Board decision OR 

b. Take policy proposal to WSALPHO membership with both LHJ/Forum/WSALPHO Committee Chair and Board of Directors presenting to membership. 

c. Decision of WSALPHO membership is final relative to establishment of statewide LPH policy statement.

4. WSALPHO Board of Directors determines proposed policy does fit within Policy Statement: 

a. Board will prepare the policy for adoption by WSALPHO membership - time permitting. 

b. If time does not allow for full WSALPHO membership approval, Board will adopt the policy. 

1. Upon Board of Directors adoption, the Board will communicate policy decision and any needed LHJ action (such as concurrence by local Boards of Health, or written letters) to the full WSALPHO membership.

Policy Proposals, requests for support, etc. coming to WSALPHO from outside local public health (Ex. State Agencies, other organizations, etc.): 

1. Request will be immediately forwarded to Chair, WSALPHO Board of Directors for action. 

2. Board of Directors will decide to act upon the request themselves per above procedures OR 

3. Board will refer to appropriate WSALPHO Forum for review, further development and recommendation back to Board of Directors. 

a. Board of Directors will process in a timely manner per above procedures.
