Position Overview

This position is responsible for coordinating the activities of the Washington State Association of County Engineers (WSACE) with the Washington State Association of Counties (WSAC). This position will develop and advance the policy positions of both WSAC and WSACE while coordinating the day-to-day activities of WSACE.

Through June 2009, this position shall serve both associations. In addition to managing the functions of WSACE, this position is responsible for coordinating WSAC’s participation in the “One Stop” permit integration project in conjunction with the State of Washington’s Office of Regulatory Assistance. http://www.ora.wa.gov/project/default.asp Beginning in July 2009, the position will serve solely in the capacity of Managing Director, WSACE.

This full time position is based in Olympia and works under the direction of WSAC’s Executive Director in direct consultation with the WSACE President.

Organization Overview

The Washington State Association of Counties (WSAC) is a private not-for-profit corporation that provides legislative advocacy and professional services to member counties in Washington State. WSAC works in conjunction with its affiliates, including the Washington State Association of County Engineers. http://www.wacounties.org/wsac/

The Washington State Association of County Engineers (WSACE) is established to “enhance leadership effectiveness by providing more opportunities for professional development, building professional relationships, and advocating stewardship of the environment and infrastructure with which we have been entrusted, for the benefit of present and future generations.” https://www.crab.wa.gov/wsace/

Primary Responsibilities

· Plan, lead, organize, manage and administer the programs, positions, policies, and activities of WSACE. Assure optimum use of the Association’s resources to enhance the effectiveness of the Association and its members.

· Establishment and regular updating of the WSACE Strategic Plan which identifies short and long term goals that will have positive impacts on the Association and counties.

· Work in concert with the legislature, counties, cities, WSDOT, and other agencies and associations in developing programs and positions that effectively serve the counties and citizens of the state of Washington.

· Represent the Association on various federal, state, county, and local committees with advisory, policy, and regulatory responsibilities with respect to issues of funding, labor, environment, natural resources, technology, right-of-way, and others as deemed pertinent to the counties and County Engineers.

· Regularly meet with the Associations to keep them apprised of program activities and to obtain overall direction and support.

· Coordinate with WSAC in its lobbying efforts to provide technical support and receive information.

· Work with individual counties and the Associations to coordinate policy positions and disseminate information.

· Respond to the questions and needs of the WSAC and the WSACE membership, leadership and staff.

· Evaluate proposed legislation, prepare summaries of legislation, prepare proposed legislation and provide recommendations to WSACE.

· Evaluate and prepare summaries of federal and state agency policies, programs and regulations.

· Maintain a cooperative working relationship with the WSAC staff, County Commissioners, elected officials, state and federal legislators, WSACE membership, pertinent organizations and associations, and the public.

· Participate in regional, state, and national organizations, commissions, task forces and groups, and coordinate the WSAC and WSACE positions and interests.

· Prepare and present position papers at legislative and agency hearings, conferences, and training sessions.

· Coordinate and arrange conferences and meetings of the membership, Board of Directors, and Executive Board.

· Prepare agendas, reports, programs, etc., for various meetings and conferences. Provide suggestions for program topics, scheduling, speakers, etc., and ensure coordination with others as necessary.

· Maintain proficiency in management, engineering, transportation and legislative issues by attending training and meetings, reviewing related materials and meeting with others in similar areas of responsibility.

· Work with the WSACE Board to plan and execute conference and professional development training.

· During the 07-09 Biennium, this position is responsible to coordinate WSAC’s participation in the Office of Regulatory Assistance’s “One Stop” permit integration project.

· Experience in managing 501c3 not -for-profit organizations.

Desirable Knowledge and Skills

· Broad knowledge of federal, state, and local transportation issues and agency operational procedures and practices. Knowledge of federal and state programs, laws and associated requirements affecting County Engineers.

· Understanding of federal, state, and local transportation funding and financing.

· Understanding of the Revised Code of Washington (RCW) and the Washington Administrative Code (WAC) as they relate to county road departments.

· Ability to analyze administrative, organizational, and technical problems, adopt effective responses and provide leadership in implementing solutions. Ability to create innovative programs and systems in responses to challenges.

· Ability to build consensus with multiple organizations, agencies and associations.

· Ability to organize and prioritize in order to work effectively in a multi-task and busy environment with demands from multiple sources and assignments.

· Possess research and data analysis skills with the ability to arrive at appropriate conclusions and make sound recommendations.

· Ability to communicate clearly and concisely, both orally and in writing.

· Ability to effectively operate a personal computer and utilize standard word processing, spreadsheet and database software.

Desirable Qualifications

· Bachelor of Science degree in engineering, management or a field closely related to the requirements of this position from an accredited college or university.

· Five or more years of broad-based professional work experience, or a satisfactory combination of formal education, experience and training that demonstrates knowledge, skills and abilities to successfully perform the job responsibilities of this position.

· Experience as a Public Works Director, County Engineer, Senior Manager from a Department of Public Works, or other transportation oriented agency or county department.
